2011 - 2012 PROVINCIAL SASKTEL TANKARD CHAMPIONS

World Curling Tour, Sask Curling Tour, SCPA Players Championship and Wildcard 
The SCA once again provided the opportunity for direct spots to the Provincial through team's successes on tour events through the Sask Curling Tour and World Curling Tour. This is the second year that the winner of the Sask Curling Tour Players Championship and a wild card spot, that uses points from both the WCT and SCT has been awarded. 

The SCPA Players Championship Winner was:

The top two teams from the Sask Curling Tour were:

SaskTel Tankard Provincial Men's - Assiniboia - 16 Teams 
The Assiniboia Curling Arena was host to this year's Provincial Tankard, the first time the Provincial Men's had been held in their curling arena. The community will celebrate their Centennial in 2012 so the host committee took advantage of that milestone and created the slogan "100 Years, 1000 Cheers". The curlers and fans were treated to some great hospitality.

The A Event was won by The Bruce Korte Team. The B Event won by the Scott Manners Team. The C event spots were won by the Carl deConinck Smith team and the Jamie Schneider Team. In the Page Playoffs, the A vs B game saw the Manners Team defeat the Korte team. The C1 vs C2 game saw the Schneider team defeat the deConinck Smith team. The semi-final was a tight game versus the Schneider and Korte teams with the Korte team coming out on top to advance to the final against the Manners team and a rematch of the A vs B page playoff game. It took an extra end and steals of one point in the 10th and 11th ends to crown a new Provincial Champion in the Scott Manners Team from Battleford.

The Norm Balderston Sportsmanship Team Award, as voted on by the curlers, was presented to the Whitewood Team: Jason Krupski, Richard Sydorko, Dean Krupski, Kelly Hollinger


RULES GOVERNING THE COMPETITION - 2012-13

A. ELIGIBILITY 
1. Affiliation 
a) Only those clubs and establishments that are affiliated with the Saskatchewan Curling Association and the Canadian Curling Association may participate in the competition. 

b) All participants must be affiliated members of the SCA, adhere to the SCA Residency Policy and be a Canadian citizen.

2. Age 
Each player must be 19 years of age or over on December 31st of the year prior to the National Championship (i.e. - They must be born in 1993, or earlier.) 

3. Entry 
a) Each team must register its four players prior to the commencement of play. 

b) Each player on the team must be a member of an affiliated club in the same Region. 

c) Registered players shall participate in the competition in one Region only. 

d) If a team has a coach at North/South/Provincials, he/she must be Competition Coach Certified or Competition-Development Trained or old NCCP Level 1 Certified. At Nationals he/she must be Competition- Development Certified or old NCCP Level 2 Certified in the sport of curling to be recognized. 

4. Entry Fees 
The SCA entry fee for this competition is $200.00 (GST included) per team plus a Canadian Curling Association Participant Fee of $30.00 per player paid once per year, payable at the time of entry. When entering the competition the participant must declare that they have previously paid this fee OR pay the CCA Participant Fee at the time of entry. The CCA Participant Fee only needs to be paid once per year. 

5. Deadlines 

a) To earn ALL points for pre-qualification through CTRS or Sask Curling Tour, a team must be registered by November 1, 2012. 

b) The entry deadline for Region entries is 12:00 PM (noon), Tuesday, December 18, 2012. 

B. SUBSTITUTE 
(Please refer to General Rules of Competition #13 for general substitution rules) Specific substitution rules for this competition are: 

1. For SCT/CTRS See D(1)(b)/D(2)(b) 
2. For Regions, North/South and Provincial, the subsitute must be a member of an affiliated club in the same Region. 

C. PLAYDOWN PROCEDURES 
The province is divided into 14 Regions, seven of which shall constitute the Southern Division and seven the Northern Division. All Regions except Region 7 and Region 13 are divided into four districts. In Region 7 and Region 13, club equals district. The playdown levels are: Sask. Curling Tour, CTRS Events, Club/District, Region, Northern or Southern and Provincial Finals. 

1. Club/District and Region playdowns are the responsibility of the SCA Region Coordinators in consultation with the affiliated clubs and establishments within the Region. 

2. The sixteen teams that advance to a North/South playdown are determined by a percentage of the teams entered in their Region to the total number of teams entered in the North/South with all Regions receiving at least one (1) representative. Regions with no entries will not receive any representation. Percentage ties will be broken based on previous year's percentage on entries. 

3. The SaskTel Tankard Southern and Northern Playdown will each declare five teams to advance to the SaskTel Tankard Provincial Championship. 

4. The SaskTel Tankard Provincial Championship will be a 16 team seeded Triple Knockout format with a Page System Playoff. 
a) The SaskTel Tankard Southern and Northern Playdown will each declare 5 teams by a Triple Knockout draw using an A, B, C Event system. 

b) One berth will be awarded to the winner of the Sask Tour Players Championship 

c) Two berths will be awarded to the two highest ranked registered Saskatchewan Teams on the Canadian Team Ranking System as per quidelines in Section D (2) 

d) Two berths will be awarded to the two highest ranked registered Saskatchewan Teams from the Sask. Curling Tour as per guidelines in Section D(1) 

e) One berth will be awarded to a wild card team. This team will be the next highest point accumulating team using both SCT and CTRS events as per the guidelines in Section D(4) 5. At the provincial final, the A Event winner, B Event winner and the two finalists of the C Event will advance to the Page System Playoff. 

D. TOUR BERTHS 
1. Saskatchewan Curling Tour
It is understood that teams will have to enter and/or qualify for these SCA Point Qualifying Berth Events under the terms and conditions of each respective bonspiel. Check with respective host clubs for details. 

The Saskatchewan Curling Players Association and the SCA will determine these bonspiels. All SCT Events from December 20, 2011 to December 17, 2012, will be designated as qualifying events for the 2012-2013 Provincial SaskTel Tankard. 

All SCT Events taking place after December 17, 2012 will be considered qualifying events for the 2013 - 2014 Provincial SaskTel Tankard. 

The following bonspiels are Sask. Curling Tour Bonspiels for the 2012 - 2013 season:

NOTE: A teams' four highest finishes will be used to determine their total points. 

Teams will be able to earn points if they meet the following criteria: 
a) All participants must be affiliated members of the SCA. Team rosters need to be declared through SCA Playdown Registration. Competition Fee including the CCA Fee must be paid to the SCA Office, or through on-line registration by November 1st. Points accumulated prior to Nov. 1 will count only if fees and forms are submitted by Nov. 1. Registrations received after Nov. 1 will allow the team to accumulate points only from date of registration received. 

b) When a minimum of three of four registered team members compete in that bonspiel. Teams qualifying for SCA Provincials through the Sask. Curling Tour must have three of four registered players.In the event only three of four registered team members compete, the substitute for the bonspiel must: i. be age eligible for men's competition i.e. they must be born in 1993, or earlier. ii. reside within SCA boundaries iii. be a member in good standing of a member club of the SCA. iv. play the position of the indisposed player or lower. 

c) Teams must meet the age criteria of the Men's Tankard Championship as established by the SCA and CCA. 

d) Paperwork must be completed at the Host bonspiel site. 

e) Paperwork includes two forms: 
1) the Team Personnel Form and 
2) the Competition Winning Team Personnel Form. 

Each qualifying team is to fill out a Team Personnel Form and return it to the bonspiel committee before leaving the bonspiel. The bonspiel committee is to fill out a Competition Winning Team Personnel Form for all Teams receiving points, including substitutes and fax it together with each Team Personnel Form to the SCPA by noon the following day after the completion of the bonspiel. Paperwork deadline will be strictly enforced. 

f) Points will be awarded as follows: (All bonspiels have equal value.) 

1st place 10 points 
2nd place 7 points 
3rd & 4th place 5 points 
5th to 8th place 3 points 

It is the full intent of the SCPA and the SCA that the Bonspiels have a minimum of 16 Teams Registered for each bonspiel. Both parties understand that there could be extenuating circumstances where a Team(s) may not be able to make the bonspiel. 

12 teams or greater participating - full points awarded.  Under 12 teams participating - no points awarded. 
- In the event a team(s) who are not eligible, as per the set criteria, qualify in any event it is understood that the placing points for that team are not awarded and not passed on to any team. (e.g.. If a team from Alberta wins an event then the 10 points vanish and are not awarded to any team.) 
- Only the top 8 teams in any event are eligible for qualifying points.
- Where events only qualify 6 teams the 5th and 6th place teams will be awarded 3 points each and the normal 7th and 8th place points will not be awarded. 
- In the event of a tie for a qualifying berth, the Tiebreaker Criteria will be as follows: 
i. Number of 1st place finishes 
ii. Number of 2nd place finishes 
iii. Number of 3rd/4th place finishes 
iv. Number of 5th to 8th place finishes 
v. Head to head record in Sask. Tour Events 
vi. Sudden death playoff among tied teams, prior to Dec. 31st. Date and location determined by the SCA. 

2. Canadian Team Ranking System 
The CTRS ranks Canadian men curling teams based on performance in cash tournaments worldwide and men's playdowns leading to sanctioned world championships. Men's teams can earn CTRS points by first registering with the CCA. To collect points, any 3 of the 4 players registered with the CCA must be on the ice for the points to be valid. Only events approved by the CCA are eligible to offer CTRS points. - Teams wishing to earn points toward CTRS/Berths must register with the CCA on-line prior to commencement of playing in their first CTRS event. 
- On December 17, 2012, the two highest ranked registered Saskatchewan Teams utilizing only a team's highest four events on the CTRS will earn berths to the Provincial. 
- Only CTRS cash events, Grand Slam events and the Canada Cup from December 20, 2011 to December 17, 2012, will be designated as qualifying events for the 2012-2013 Provincial SaskTel Tankard. All other fixed points events are exempt. 

Teams will be able to earn points if they meet the following criteria: 
a) All participants must be affiliated members of the SCA. Team rosters need to be declared on a SCA Playdown Registration Form. Competition Fee, including the CCA Fee, must be paid to the SCA Office or through online registration by November 1st. Points accumulated prior to November 1 will count only if fees and forms are submitted to the Region Director or the SCA Office by November 1. Registrations received after November 1 will allow the team to accumulate points only from date of registration received. 

b) When a minimum of three of four registered team members compete in that bonspiel. Teams qualifying for SCA Provincials through the CTRS must have three of four registered players. In the event only three of four registered team members compete, the substitute for the bonspiel must: i. be age eligible for men's competition i.e. they must be born in 1993, or earlier. ii. reside within SCA boundaries iii. be a member in good standing of a member club of the SCA. iv. play the position of the indisposed player or lower. 

c) Teams must meet the age criteria of the men's Tankard Championship as established by the SCA and CCA. 

- In the event of a tie for a qualifying berth, the Tiebreaker Criteria will be as follows:
 i. Number of 1st place finishes 
ii. Number of 2nd place finishes 
iii. Number of 3rd/4th place finishes 
iv. Number of 5th to 8th place finishes 
v. Head to head record in World Curling Tour Events 
vi. Sudden death playoff among tied teams, prior to Dec. 31st . Date and location determined by the SCA. 

3. Players Championship 
a) The Saskatchewan Tour Players Championship will be a 16 team invitation only event. In order to be eligible for invitation, teams must be registered for SCA Men's Playdowns by December 10, 2012 

b) Determination of the teams to be invited to this event will be based on results in eli gible SCT/CTRS (as identified above) events from December 20, 2011 to December 10, 2012. This will be the responsibility of the SCPA and will use the following cri teria: 
i) All of a team's eligible results will be counted towards their point totals 
ii) The teams with the top 4 CTRS point totals will be invited 
iii) The teams with the top 12 SCT point totals will be invited 
iv) If any of the teams with the top 4 CTRS point totals was also in the top 12 SCT point totals, or if any of the 16 teams declines their invitation, the eligible team with the next highest SCT points total will receive an invitation until the 16 berths have been filled 

c) Points awarded for the Players Championship will also count towards totals used to calculate the SCT and CTRS berths. 

4. Wild Card 
The Wild Card Berth will be determined after the CTRS berths, the SCT berths and the Players Championship (so the teams qualifying for those berths need not be considered). 
For the purposes of the Wild Card berth, teams will accumulate points from their BEST four (4) results in any combination of qualifying SCT events and CTRS events as outlined in section D(1) and D(2). 

Teams will be able to earn points if they meet the following criteria: 
a) All participants must be affiliated members of the SCA. Team rosters need to be declared on a SCA Playdown Registration Form. Competition Fee, including the CCA Fee, must be paid to the SCA Office, by November 1st. Points accumulated prior to November 1 will count only if fees and forms are submitted to the SCA Office by November 1. Registrations received after November 1 will allow the team to accumulate points only from date of registration received. 

b) A minimum of three of four registered team members compete in that bonspiel. In the event only three of four registered team members compete, the substitute must have met the criteria outlined in Sections D(1)(b) and D(2)(b). 

c) Teams must meet the age criteria of the men's Tankard Championship as established by the SCA and CCA. Points will be awarded as follows for the SCT and CTRS events to determine the Wild Card berth. (All bonspiels have equal value.) 
1st place 10 points 
2nd place 7 points 
3rd & 4th place 5 points 
5th to 8th place 3 points 
12 teams or greater participating - full points awarded.
 Under 12 teams participating - no points awarded. 

In the event a team(s) who are not eligible, as per the set criteria, qualify in any event it is understood that the placing points for that team are not awarded and not passed on to any team. Only the top 8 teams in any event are eligible for qualifying points. Where events only qualify 6 teams the 5th and 6th place teams will be awarded 3 points each and the normal 7th and 8th place points will not be awarded. In the event of a tie for the Wild Card Berth, the tiebreak procedure outlined in the SCT section D (1) will be utilized. 

5. Miscellaneous 
a) It is understood that teams will have to enter and/or qualify for these SCA Point Qualifying Berth Events under the terms and conditions of each respective Bonspiel. Check with respective host clubs for details. 

b) It is further understood that the SCA will review and modify on an annual basis the events that are included for the following year and they will be included in the SCA Yearbook. 

c) In the event of a challenge or dispute related to rulings or awarded points, it is understood that the decision of the SCA Committee is final. (The SCA Committee will consist of the President, the Provincial Competition Liaison and the Chief Official). 

d) Standings will be updated after each bonspiel and posted on the Sask. Curling Website at www.saskcurl.com

e) The order of determining the Tour Berths will be as follows: 
1. Players Championship Winner 
2. CTRS First Berth 
3. CTRS Second Berth 
4. SCT First Berth 
5. SCT Second Berth 
6. Wild Card Berth Berths must be accepted in this order. Once a team has been awarded a berth, they will be removed from consideration from the subsequently determined berths (ie. Players Championship Winner, having already secured a berth, will not be considered in awarding any of the others. Likewise, the two CTRS berth winners will not be considered for the SCT Berths or the Wild Card) 

f) A registered CTRS Team must accumulate points in order to qualify for a CTRS berth. In the event that all CTRS berths are not awarded they will revert to the Sask. Curling Tour. 

g) In the event a player(s) is/are replaced during the CTRS or the Sask. Curling Tour season, running September to December, that player(s) may apply to the SCA for reinstatement of eligibility in order to re-enter playdowns in his Region. Application must be made to the SCA Chief Official by 6:00 PM, December 17, 2012.
